Bring it to a gas station. Their oils get picked up by a recycler

Oil lamp. Get a paint can and some thick cotton rope. Punch a hole in the lid for the wick, feed it through so you have about a half inch of rope sticking out the top. Fill the can halfway with the diesel and let it soak through the wick for a good while. When the top of the wick feels greasy, light it and leave it outdoors. It will take a while but it could work. You will definitely be left with some sludge if its really contaminated and full of algae, but you could probably just mix the remnants with plain bentonite clay kitty litter and throw it away like you would throw out cooking oil.

Check with your county waste disposal or health department. There’s likely a hazardous waste disposal day at your local land fill. Won’t be cheap.
